Mission

The Equal Pay for Equal Work Task Force was established by Governor Steve Bullock in 2013 to gather information, furnish advice, and provide the Governor recommendations on policies and actions to insure that Montana workers earn equal pay for equal work, regardless of gender. The Equal Pay for Equal Work Task Force is comprised of members representing a variety of private and public sectors from throughout Montana.

 

Letter From the Governor

 
Here in Montana, women are earning only 69 percent of what men earn, putting Montana at 29th in the nation for pay equity. I’d match the Montana work ethic up against any other state in the nation, and 29th place is unacceptable.
 
I believe ALL Montanans deserve a fair day’s wage for a fair day’s work. That’s why I established the Equal Pay for Equal Work Task Force to meet this challenge head on and make Montana the first state to achieve gender pay equity.
 
Since day one of my administration, we’ve made Montana working families our top priority. When Montana’s working families prosper, our state prospers. Equal pay supports our businesses, economy, and most importantly—working families. Montana’s economy is running strong, but we need to make sure everyone is treated equally and has the same opportunities to prosper.
 
Equal pay is not just the right thing to do, it is good for business. Research shows that employees work harder when there’s paycheck transparency and businesses gain a competitive advantage in the hiring market by ensuring pay equity. We also know that good family leave policies reduce costly turn over and improve productivity.
 
This initiative is incredibly important to me and my family, and to thousands of hardworking Montana families. I’ve asked two members of my cabinet who understand this issue better than anyone to lead the effort-- Department of Commerce Director Pam Haxby-Cote and Department of Labor & Industry Commissioner Galen Hollenbaugh. Under their leadership, we will continue to improve our workforce and wages, so all Montana workers can earn a fair wage.
 
Equal pay for equal work is about putting more money in the pockets of Montana families. When both the bread winners of a household earn more money, that money is dispersed throughout the entire Montana economy—creating better jobs and economic opportunity. Equal pay for equal work will ensure that our state continues to have a strong and fair economy for all Montanans.

STATE OF MONTANA OFFICE OF THE GOVERNOR EXECUTIVE ORDER No. 10-2018

EXECUTIVE ORDER CONTINUING THE EQUAL PAY FOR EQUAL WORK TASK FORCE

 

WHEREAS 60 percent of Montana women are in the labor force, making up an essential part of Montana's economy;

WHEREAS nationally women earn 73.5 percent of men's median earnings;

WHEREAS in Montana, women workers earn 68 percent, putting Montana in 39th place for gender equity in the workforce;

WHEREAS when considering full-time workers only, Montana women earn 74 percent of the median earnings ofMontana men, placing Montana 44th in pay equity for full-time workers;

WHEREAS Montana women are grossly underrepresented in high-paying fields traditionally dominated by male workers;

WHEREAS institutional and cultural barriers have been identified as factors that contribute to the wage gap in Montana and the country as a whole;

WHEREAS narrowing the wage gap for Montana women will boost their earning potential, strengthen Montana working families and protect them from poverty, and open opportunities for a whole new generation ofwomen in the workforce;

WHEREAS it is the duty of the Governor ofthe State of Montana to support and foster economic growth in Montana; and

WHEREAS it is appropriate and beneficial to continue the Governor's Equal Pay for Equal Work Task Force ("Task Force").

NOW, THEREFORE, I, STEVE BULLOCK Governor of the State of Montana, by the authority vested in me under the Constitution and the laws of the State of Montana, do hereby continue the Governor's Equal Pay for Equal Work Task Force.

PURPOSE
The purpose ofthe Task Force is to promote resources, educate and support Montana businesses as they work to address Montana's pay gap. The Task Force will gather information, furnish advice, and provide the Governor recommendations on policies and actions to ensure that Montana workers earn equal pay for equal work, regardless of gender, so that Montana becomes an equal pay leader state that sets national standards for public-private policy pminerships on closing the wage gap.
